This chapter focuses on Phoebe’s job as the first woman to hold an executive position in federal aeronautics. Her work included inspecting airports and facilities; taking to pilots about safety issues and aircraft design; reporting on the design and safety work NACA engineers were doing at Langley Laboratory to pilots and manufacturers in the field; and making numerous speeches promoting private aviation, especially to women’s groups.
