This chapter describes the filing of an appeal before the U.S. Court of Appeals for the Fifth Circuit following Judge Cox’s failure to issue the preliminary injunction. When the Fifth Circuit entered its own comprehensive order that Lynd stop the various abuses they found, it also assumed the highly unusual and time-consuming task of enforcing the order and tying up three appellate judges to do so.
