César Ayala Casás and José L. Bolívar Fresneda discuss in their essay the construction of a U.S. naval base in Vieques, the Navy’s expropriation of two-thirds of the island, and ensuing social and economic consequences. The Navy´s presence in Vieques was a legacy of the Second World War which was not resolved until 2003 when the Navy withdrew from that island, leaving behind still lingering environmental and health issues.
